The Challenge

The City of Brea had an opportunity not unlike many cities. Aging and inefficient equipment, combined with escalating utility rates were providing a grim outlook for the city’s long-term utility budget.

Bill Higgins, the city’s Director of Building and Maintenance Services, soon realized that a change was in order. How would the city solve the problem? New, energy efficient equipment would save the city thousands per month in utility costs, but using operating funds for long-term savings was a tough sell.
